The United States has significantly increased its intelligence budget over the last two decades. This has
mostly been informed by the rising threats to the US homeland, its allies and interests owing to the rise
of terror groups such as ISIS and state actors with the ability and capability to conduct attacks. To be
considered effective, policymakers have to answer the basic questions of cost analysis before making
